Desktop settings missing from menu?

I installed the 64 bit version of 3.1.0 and all is smooth, however I thought there used to be a "Desktop Settings"  menu item on the menu.  Im kind of at a loss on how to add gadgets to my desktop...

I added a non functioning cpufreq gadget to the desktop by first loading the module and then opening the gadget app, selecting the background, clicking configure layer and then adding the cpufreq gadget. Mind you, I am running 32 bit 3.0 with moksha. I don't imagine things have changed much if at all.
