Twlight Genesis, for the simple reason that it's all there. Great wall, great icons and a custom theme. Very well done!
LKJ's is a close second, not that much halloween, but man... what an amazing desktop!

LKJ's just feels "complete" to me. Anlem's comes next for me, becaues I like the placement of his gadgets and his icons. All of them are pretty good though.

All really imaginative. I voted for MrFingerz because of the pumpkin-over-penguin and the clever placement of the clock icon on the building.
