Had the same problem here. Latest push fixed it for me. System is no longer staring at me :)

I did a fresh install today of 2.0b4 and I had this, even after running all updates. I then noticed that network was set to load in both "system" and "applications" tabs in Start Up Applications. Removing the one in the app tab fixed it for me.
